The Commission itself is composed of 17 00:00:52.000 --> 00:00:58.000 public members appointed by the President, eight congressional members, four each 00:00:58.000 --> 00:01:03.000 from the House and Senate, and eleven members who are secretaries of various 00:01:03.000 --> 00:01:09.001 federal agencies. The Commission's charter is broad. Its responsibility is great. 00:01:10.000 --> 00:01:15.001 The Bicentennial is to be more than a ceremonial occasion. The way we as a nation 00:01:15.001 --> 00:01:21.000 choose to celebrate the 200th anniversary will have an important bearing on what 00:01:21.000 --> 00:01:27.001 we learn from it, and on the inspiration we draw from it. The Bicentennial 00:01:27.001 --> 00:01:34.000 Commission plans to emphasize the continuing effort to achieve the fulfillment of 00:01:34.000 --> 00:01:38.001 the ideals and ideas of the Revolution, as stated in the Declaration of 00:01:38.001 --> 00:01:54.000 Independence and the Constitution, to inventory the progress of the Some of this 00:01:54.000 --> 00:01:59.000 work will be solemn. Some will be festive because the 200th birthday of our 00:01:59.000 --> 00:02:07.000 country should be at once a joyous celebration and a solemn rededication. Members 00:02:07.000 --> 00:02:12.000 of the American Revolution Bicentennial Commission and representatives of various 00:02:12.000 --> 00:02:17.001 states gathered at the White House at the invitation of President Nixon. They 00:02:17.001 --> 00:02:23.000 heard him charge them with the responsibility to not just move forward in 00:02:23.000 --> 00:02:29.000 reaching for material goals, but to move forward also in the realm of the 00:02:29.000 --> 00:02:34.001 American spirit as we enter century three of American life. The President said, 00:02:36.000 --> 00:02:41.001 as all of you know, we're gathered in this historic house for an opportunity that 00:02:41.001 --> 00:02:47.001 comes to a people once in a century, the celebration of the 200th anniversary of 00:02:47.001 --> 00:02:51.000 the United States, which will take place in 1976. 00:02:52.001 --> 00:02:57.000 And we are starting to plan now, we have representatives not only from the 00:02:57.000 --> 00:03:02.001 federal government but from most of the states of the nation here, to plan that 00:03:02.001 --> 00:03:09.000 celebration. I would like to speak to that subject very briefly, to speak to it 00:03:09.000 --> 00:03:15.000 in perhaps a way that most of you would not have thought of, would not have 00:03:15.000 --> 00:03:20.000 thought of because traditionally when we think of this kind of a celebration, we 00:03:20.000 --> 00:03:23.000 think of the nation's past and we glory in that past as we should. 00:03:24.000 --> 00:03:27.001 We think of the nation's present and we consider the 00:03:27.001 --> 00:03:29.000 problems that we must deal with. 00:03:30.001 --> 00:03:35.001 This celebration I would hope would look to America's future, look to the year 00:03:35.001 --> 00:03:40.001 1976, and set for ourselves goals for that year 00:03:40.001 --> 00:03:43.000 1976, which we can achieve. 00:03:44.000 --> 00:03:50.001 In the space of seven years we can achieve great goals so that when 1976 comes we 00:03:50.001 --> 00:03:57.001 can look back over those 200 years with even greater pride than we did a hundred 00:03:57.001 --> 00:04:04.000 years ago. Could I refer to the early days of this country, to 00:04:04.000 --> 00:04:10.000 the time that this nation was founded, and to the words that 00:04:11.000 --> 00:04:16.000 those who at the time of the Declaration of Independence thought of the mission 00:04:16.000 --> 00:04:23.000 of America, what America could mean to the world. And one of them said that we 00:04:23.000 --> 00:04:29.001 act not just for ourselves but for all mankind. You know we hear 00:04:29.001 --> 00:04:35.001 that today and we think that was perhaps a very appropriate statement to make 00:04:35.001 --> 00:04:42.001 because history has justified that kind of optimism. Now in setting forth goals 00:04:42.001 --> 00:04:49.000 I can tell you that this administration is thinking in 00:04:49.000 --> 00:04:52.000 terms that are tremendously exciting. 00:04:53.000 --> 00:04:58.001 In the field of hunger it will be possible by the year 1976 00:04:58.001 --> 00:05:05.001 to abolish hunger in the United States of America. It will be 00:05:05.001 --> 00:05:10.001 possible in the year 1976 to make enormous progress in the field of housing, in 00:05:10.001 --> 00:05:15.001 the field of transportation, in all of these areas that are tremendously 00:05:15.001 --> 00:05:21.000 important to every American family and that also are admired and respected around 00:05:21.000 --> 00:05:26.001 the world. And so to those who come from the states and those here from the 00:05:26.001 --> 00:05:33.000 federal government let us set for our goal in 1976 not just moving forward in 00:05:33.000 --> 00:05:39.001 all these material areas but to move forward in the realm of the American spirit. 00:05:40.001 --> 00:05:46.000 I know this sounds perhaps too illusory, too uncertain 00:05:46.000 --> 00:05:53.000 for us possibly to capture but it is there. We must put our minds to it, we must 00:05:53.000 --> 00:05:58.001 put our hearts to it and that brings me now to those from the states. America is 00:05:58.001 --> 00:06:05.000 50 states, America is big cities and small cities and small towns, 00:06:05.001 --> 00:06:11.000 it's all the homes and all the hopes of 200 million people and that's why we want 00:06:11.000 --> 00:06:12.001 this celebration to be national. 00:06:13.000 --> 00:06:18.000 It must go directly to the people and derive its strength from the people and we 00:06:18.000 --> 00:06:24.000 want people all over this land to sense the greatness of this moment, to 00:06:24.000 --> 00:06:30.000 participate in it, to help us all to discover what that great spirit is. And so I 00:06:30.000 --> 00:06:37.000 would charge this commission to move forward, move forward yes in reaching the 00:06:37.000 --> 00:06:39.001 great material goals of which we know we are capable. 00:06:40.001 --> 00:06:47.001 That's the easiest part of the job but recognizing that the best fed, 00:06:48.000 --> 00:06:53.001 best clothed, best housed people in the world, that the strongest nation in the 00:06:53.001 --> 00:06:58.001 world and the richest nation in the world still will not deserve to be the hope 00:06:58.001 --> 00:07:05.001 of the world unless it has that splendid spirit, the lift of a driving 00:07:07.000 --> 00:07:13.001 dream which meant so much to the world in 1776 and for 200 years since that time. 00:07:14.001 --> 00:07:21.001 I would conclude simply by saying that by that year 1976 the world will 00:07:21.001 --> 00:07:28.000 be at peace. By that year 1976 America we trust will 00:07:28.000 --> 00:07:34.000 find the understanding that we perhaps do not have in many quarters today. 00:07:35.001 --> 00:07:41.001 But above everything else I would trust in that year 1976 that more Americans can 00:07:41.001 --> 00:07:48.000 look back with pride and look to the future with hope. Hope that the opportunity 00:07:48.000 --> 00:07:54.001 that everybody in this room has had is something that is a realizable dream 00:07:54.001 --> 00:08:00.000 that can be achieved for anyone who has the good fortune to be born in this 00:08:00.000 --> 00:08:04.000 country, for anyone who has the good fortune to come to this country. 00:08:12.000 --> 00:08:18.001 The Bicentennial Commission seized the 200th birthday of the United States as an 00:08:18.001 --> 00:08:23.001 opportunity to assess anew the principles on which the country was founded, to 00:08:23.001 --> 00:08:30.001 measure life, liberty, and the pursuit of happiness today and for tomorrow, 00:08:30.001 --> 00:08:37.000 to expand the frontiers for individual fulfillment, to balance the rights and 00:08:37.000 --> 00:08:43.001 responsibilities inherent in freedom, and to celebrate the joys that life and 00:08:43.001 --> 00:08:50.000 liberty provide and with these to take renewed pride in the 00:08:50.000 --> 00:08:57.000 continuing American Revolution.
